<p>It’s not all doom and gloom, however; revenue is high and revised tax receipts are up this year. Still, New York remains a city of contradictions.</p>
<p>The stock market is at an all-time high — the Dow above 50,000 for the first time ever — yet nearly 90,000 New Yorkers slept in our shelters last night.</p>
<p>New York City is home to more billionaires than any other city in the world. And yet nearly one in four New Yorkers live in poverty. That’s 2 million people, including 420,000 children.</p>
<p>And this month’s <em>New York by the Numbers, </em>our monthly economic snapshot, reflects that disconnect.</p>
<p>While New York City’s office market has continued its steady and robust rebound in early 2026, job growth remains stagnant, with weekly jobless claims creeping upward in January and persistent hiring challenges for recent graduates which could further hamper future job growth.</p>
<p>Rents continue to soar, which means shelter costs and the City’s contribution to rent subsidy programs are also rising. At the same time, New York City remains a preeminent destination with tourism numbers coming in stronger than last January and higher consumer confidence than the rest of the country.</p>
<p>These contradictions are also evident in the City’s budget. With a fiscal gap not seen since the Great Recession, all options are on the table and a stronger partnership with Albany will be essential — after all, New York City sends far more money to the state than we receive in return; by one recent estimate, more than $20 billion.</p>
<p>If we act now with clarity, urgency, and a real partnership with Albany, we can create a more resilient fiscal foundation, steel ourselves for the uncertainty ahead, and be a city and state that leaves no one behind.</p>
<p>As always, we will continue to track these trends closely and share clear, data-driven insights to help New Yorkers understand what’s happening in our economy, and what it means for the City’s future.</p>

<li>The U.S. unemployment rate, which had reached a 4-year high in December, receded slightly in January, and private-sector employment notched its largest monthly gain in just over a year (+172K). However, job creation during 2024 and 2025 was revised down substantially.</li>
<li>In NYC, both initial weekly jobless claims and continuing claims, which had remained fairly subdued up until mid-January, have risen in recent weeks—likely driven by the nurses’ strike and harsh weather.</li>
<li>Consumer confidence fell nationwide for the sixth straight month in January; in New York State, confidence retreated from its highest level of the year, but it remained above the U.S. average.</li>
<li>Regional business sentiment improved somewhat in January but is still at tepid levels, based on the New York Fed’s surveys of manufacturers and service firms.</li>
<li>While the nationwide office market has struggled to recover, New York City’s market has continued its steady and fairly robust rebound in early 2026.</li>
<li>Tourism in New York City registered a bit less of a seasonal slowdown in January than usual, as both hotel occupancy and Broadway attendance were up noticeably from a year earlier.</li>
<li>Over the past 12 months, the average asylum seeker shelter census decreased by 38%, while the non-asylum-seeking population declined by 2%.</li>
<li>As of the end of January, the City’s total full-time staffing headcount was 292,483, compared to 305,777 authorized positions in the FY 2026 November Financial Plan, resulting in a vacancy rate of 4.3%.</li>
<li>Total tax revenue collected over the first half of this Fiscal Year (through December 2025) has risen by 6.8% ($3.15 billion) over a year earlier, led by strong growth in Personal Income Taxes &amp; PTET.</li>
<li>As of February 2nd, the cash balance stood at $9.04 billion, down from $13.52 billion at the same time last year.</li>

<p>CONCEPT AND BUDGET: Below is our latest Pause the World for Peace Working Concept and Budget. We meet again with the City of New York on Monday, they are fully behind this years Peace Day. This year our Peace Day Outreach will be the most successful ever. We will have a major audience and equally important we will get many in the world to PAUSE FOR A MOMENT OF SILENCE FOR PEACE, we will focus on Brooklyn, New York as we have many relationships there including those in the Mayor’s Office who run Brooklyn. .</p>

CONCEPT: 4/22 Times Square Earth Day, 9/11 and 9/21 Times Square, 9/21 Celebrity Concert, to the borders of all countries &amp; war zones creating a Human Peace Sign, to schools worldwide and community organizations working to have peaceful communities.<br />
More Peace On Earth will occur and our sponsors/patrons/benefactors for sure will be recognized for it. A Moment for Silence at 12 noon Worldwide will occur on September 21, then after a World Peace Day Party.<br />

<p>BROOKLYN, NY, July 31, 2015: On Friday, Brooklyn Borough President Eric L. Adams unveiled the parks funding component of his capital budget plan during a press conference at the Brooklyn War Memorial, located inside Cadman Plaza Park in Downtown Brooklyn. Standing beside the leadership of the Department of Parks and Recreation, elected officials, park advocates, and local veterans from across the borough, including former Brooklyn Borough President Howard Golden, he outlined the details of his $11.9 million in allocations during Fiscal Year 2016, which represents more than a twofold increase from last year in his budgetary commitment to enhancing Brooklyn&#8217;s open space. </p>
<p>“From Greenpoint to Gowanus, from Cypress Hills to Canarsie, I am investing in open space that benefits Brooklynites of all backgrounds,” said Borough President Adams. “Parks are our great equalizer, the backyard for all New Yorkers who don’t have one, turning people from someone living next door to you to your neighbor; I believe in equitably funding and supporting them across our borough. This year’s capital budget enforces that investment in Brooklyn’s parks is not just good for our environment, but for the health of our children, our families, and our neighborhoods.”</p>
<p>“NYC Parks is fortunate to have a generous and conscientious partner in Brooklyn Borough President Eric Adams,” said Brooklyn Borough Parks Commissioner Kevin Jeffrey. “Our borough’s parks are treasured by the neighborhoods they serve, and capital investments are crucial to renovating and improving them. We thank Borough President Adams and look forward to working with him in the coming year.”</p>
<p>The announcement was highlighted by the allocation of $1 million to help overhaul handicapped accessibility at the Brooklyn War Memorial, a monument to over 300,000 Brooklynites who served in World War II that has been shuttered for 25 years. Local veterans, including former Brooklyn Borough President Howard Golden, were on hand to celebrate the milestone.</p>
<p>“This is a giant step in the right direction for the Brooklyn War Memorial,” said Raymond Aalbue, executive director of United Military Veterans of Kings County, Inc. “Borough President Adams was true to his word to start the renovation process. It&#8217;s now up to all of our elected officials to get the rest of the money to restore the memorial so the voices of all of our casualties of war will be heard, lest we forget.”</p>
<p>“We are grateful to Borough President Eric Adams for taking this very important step toward the restoration of the Brooklyn War Memorial and the surrounding parkland,” said Toba Potosky, president of the Cadman Park Conservancy. “In taking this action, he is fulfilling a promise to all Brooklyn veterans and their families. Under the leadership of Borough President Adams, the memorial can fulfill its promise of becoming a self-sufficient education and veterans’ center.” </p>
<p>&#8220;I thank Borough President Adams for his stewardship of Brooklyn’s many parks, particularly those in the Downtown area such as Cadman Plaza Park and the beautiful Brooklyn War Memorial,” said State Senator Velmanette Montgomery. “These particular parks provide a welcome respite in the downtown district and a link to our shared history, and I&#8217;m happy to see Borough President Adams shares my enthusiasm for them.”</p>
<p>Borough President Adams allocated $500,000 toward the development of the Brooklyn Strand, an innovative project to connect open space in Brooklyn Heights, Downtown Brooklyn, DUMBO, and Fort Greene. The funds will be used to convert a parking lot next to Brooklyn Borough Hall into open, shared space.</p>
<p>“The Brooklyn Strand – a 40-acre stretch of disconnected parks, plazas, and greenways between Downtown Brooklyn and Brooklyn Bridge Park – offers enormous potential to create a world-class promenade and gateway to Brooklyn,” said Tucker Reed, President of the Downtown Brooklyn Partnership. “Over the past year, we have worked with more than 40 community groups to develop a vision for what the Brooklyn Strand could be, and we applaud the leadership of Brooklyn Borough President Eric L. Adams for committing significant funds to two projects identified as part of the initiative. We are committed to working with the Borough President to reopen the Brooklyn War Memorial and transform Borough Hall Park into an iconic public space for all Brooklynites to enjoy.</p>
<p>In Fort Greene, Borough President Adams secured $1 million for Fort Greene Park, supporting improvements to paths, entrances, and drainage. Down the road in Prospect Park, he gave $500,000 to the Prospect Park Alliance for their project to restore the fence and sidewalks on the park side of Flatbush Avenue, as well as to create new entrances to Prospect Park from Flatbush Avenue; he also contributed $500,000 to an earlier phase of this effort last year.</p>
<p>“In communities across Brooklyn, our parks are cherished by area residents of all ages who frequent these beautiful open spaces to engage in recreational and educational activities,” said Council Member Laurie A. Cumbo. “Through the continued investment of City dollars, we can preserve and sustain our neighborhoods parks for future generations.”</p>
<p>“The Prospect Park Alliance thanks Brooklyn Borough President Adams for his generous allocation for our Flatbush Avenue improvement project,” said Sue Donoghue, Prospect Park administrator and president of the Prospect Park Alliance. “These funds will help our critical work of restoring, broadening and beautifying this historic Park perimeter. The Borough President has been a strong supporter of Prospect Park and all Brooklyn parks and we thank him for making these vital investments.”</p>
<p>Borough President Adams partnered with Council Member Brad Lander to support playground improvements at two parks in Gowanus, including $350,000 for St. Mary’s Playground and $650,000 for Ennis Playground. In the nearby Columbia Waterfront District, Borough President Adams allotted $500,000 for the creation of Columbia Waterfront Park, a brand new two-acre space along the Brooklyn Greenway.</p>
<p>“From Prospect Park to smaller neighborhood playgrounds, my district’s many outdoor spaces are well-loved and well-used, and I’m thrilled that Borough President Adams has committed to supporting park improvement projects all across Brooklyn in the FY 2016 capital budget,” said Council Member Lander. “I’m especially proud that Borough President Adams and I were able to come together to support major improvements at both Ennis Playground and St. Mary’s Playground, both significant steps forward in the Bridging Gowanus plan. I’m also grateful to Borough President Adams for his continued commitment to the restoration of Flatbush Avenue fences and sidewalks, and the creation of new entrances to Prospect Park as part of the second phase of the Flatbush Avenue project, as well as his allocations to the Columbia Waterfront Park. These significant investments in capital funds will help ensure that Brooklyn’s parks remain well maintained spaces for all to enjoy.”</p>
<p>&#8220;Parks are special places which help shape the identity of our neighborhoods and give neighbors a place to meet up, play and build community,” said Craig Hammerman, district manager of Brooklyn Community Board 6. “We&#8217;re grateful to Borough President Adams and his strong support for our parks and open spaces. His investments in our parks will ensure that they remain safe assets and centers for civic life in our communities.”</p>
<p>Working together with Council Member Carlos Menchaca, Borough President Adams apportioned close to $1 million toward open space in Sunset Park, including $500,000 for new benches and repaved pathways inside Sunset Park as well as $450,000 to improve paving and create seating areas for safe educational use in the Butterfly Garden.</p>
<p>“The Borough President’s partnership on parks and open space projects has been invaluable,” said Council Member Menchaca. “Together, we identified projects that the community identified as important, and were able to make them a reality. Borough President Adams’ commitment to the communities of my district—and the entire borough—speak volumes about how connected he is on the ground to our needs. I thank him for his incredible partnership, and look forward to continue to work together on our shared goals.”</p>
<p>In partnership with Council Member Vincent Gentile, Borough President Adams directed $1.25 million to renovate a deteriorating field and upgrade the track at Fort Hamilton High School in Bay Ridge, a unique case where the Department of Parks and Recreation oversees a school field.</p>
<p>&#8220;I would like to thank Borough President Eric Adams for his commitment to restoring the Fort Hamilton High School football field,” said Council Member Gentile. “The Borough President&#8217;s allocation, in addition to the $1.3 million secured by myself and the $1.5 million secured by Speaker Melissa Mark-Viverito, has brought us a very long way toward completing the project. My office will continue to stay on top of this project, from start to finish, ensuring the process is as seamless and efficient as possible.&#8221;</p>
<p>In Midwood, Borough President Adams worked alongside Council Member David Greenfield to fund $500,000 toward conversion to a synthetic multi-purpose field at Friend’s Field and $500,000 toward expansion of the playground and conversion to a synthetic field at Kolbert Park.</p>
<p>“Community Board 14 is grateful to Borough President Eric Adams and Council Member David Greenfield for supporting the first major renovation of Kolbert Park in twenty years,” said Alvin Berk, chair of Brooklyn Community Board 14. “Kolbert is the only public space in Midwood where families with young children, teenagers, adults, and seniors can come together to play or simply relax. This investment by Borough President Adams and Council Member Greenfield represents a commitment to thousands of Community District 14 residents for whom Kolbert is their only neighborhood park.”</p>
<p>“In addition to already having allocated millions of dollars in capital funding to parks in our district, Borough President Adams came through once again and announced funding in the amount of $500,000 for the renovation of Friends Field and we greatly appreciate it,” said Barry Spitzer, district manager of Brooklyn Community Board 12. “Our parks truly personify the Borough President&#8217;s slogan of One Brooklyn, where at any given time one can see parents and children of all races and backgrounds playing together.”</p>
<p>New parks projects receiving funding by Borough President Adams in Fiscal Year 2016 include: $1 million for renovating the playground and courts at Bildersee Playground in Canarsie; $500,000 for converting a field destroyed by overuse to synthetic turf at Cypress Hills Playground in East New York; and $500,000, in partnership with Council Member Rafael Espinal, for providing nighttime lighting for safe passage, creating a path, and restoring the existing natural turf at Hope Ballfield in Bushwick. Borough President Adams also provided additional funding to two ongoing efforts that he supported last year, including $1 million toward BQGreen, a plan to decking the Brooklyn-Queens Expressway from South 3rd Street to South 5th Street in Williamsburg, and $850,000 toward the complete renovation of McGolrick Park in Greenpoint; those initiatives received $1 million and $500,000 in the previous fiscal cycle, respectively.</p>
<p>In addition, Borough President Adams has allocated $335,000 for street tree guards across Brooklyn, responding to calls from the community to fund local beautification efforts.</p>
<p>Following remarks by recipients, Borough President Adams presented each of them with an honorary check with the seal of Brooklyn Borough Hall for their projects and one oversized check, made out to “One Brooklyn,” for parks throughout the borough.</p>

<p>From L.A. to Philly to Miami, they’re out there—pushing their carts, digging through garbage, sleeping on park benches, sometimes ranting about nonsense to no one. They often look and sound crazy, smell bad, and make us uneasy, so we avoid them. We know better intellectually, yet most of us shun people suffering from homelessness and mental illness because we view them as deeply flawed—somehow less human than the rest of us.</p>
<p>&nbsp;</p>
<p>As part of his career devoted to the mentally disabled, Dr. Robert Okin decided to use a powerful artistic medium to advocate for these people. In SILENT VOICES: People with Mental Disorders on the Street (Golden Pine Press, October 2014), Dr. Okin invites all of us to get to know the people society treats like pariahs, people who, beneath their symptoms and rags, struggle with feelings and needs similar to those of the rest of us. He shares the striking and evocative photographs and stories—most often, in their own words—of more than 40 mentally ill people he met on the streets of San Francisco. “I wrote this book,” Dr. Okin reflects, “to contribute to making these people known as human beings.”</p>
<p>&nbsp;</p>
<p>SILENT VOICES offers a glimpse of the dark pasts—marked by abuse, violation, tragedies, crime, drugs, and addiction—and everyday challenges of homeless men and women suffering from bipolar disorder, schizophrenia, and other serious mental disabilities.</p>

<p> Staggering facts on how the mentally ill are neglected, mistreated, and discriminated against. In America today, over 200,000 people with mental disorders are abandoned in the streets and another 250,000 are locked up in jails and prisons.</p>

<p> Measures needed to reduce the widespread, escalating problem of the homeless mentally ill, including increased government funding for affordable housing, partnerships between the public and private sector to provide job training, and legal reform.</p>

<p> The critical need for well-trained, dedicated professional clinical case managers. “Without excellent clinical case managers, a mental health system will tend to be mechanistic, inaccessible, and exclusively focused on the management of symptoms with medication, rather than also on clients’ human development and rehabilitation,” Dr. Okin asserts.</p>

<p> What everyone can do to overcome the stigma of mental illness and prevent homelessness, with the goal of not just social acceptance for people with mental illness but genuine inclusion in society. “Treatment cannot occur first and inclusion second,” stresses Dr. Okin.</p>

<p>Robert L. Okin, MD, served as chief of psychiatry at San Francisco General Hospital and professor of clinical psychiatry at the University of California, San Francisco, for 17 years. He is also a former state commissioner of mental health for both Vermont and Massachusetts. Throughout his career, he developed crucial services and clinical case management programs to enable mentally ill people to live with dignity in the community. A member of the board of advisors of Disabilities Rights International (DRI), he has provided psychiatric advocacy and consultation for missions to Mexico and Turkey, among many other countries, to investigate human rights violations in mental institutions. He lives in San Francisco.</p>

<li>You’ve forged relationships with the homeless, but you’re a trained psychiatrist. What can the average person do to help a homeless person they see on the street?</li>
</ol>
<p>It is true that I was able to forge such relationships, but I don’t think this primarily resulted from any particular skill I had as a psychiatrist. It was more the result of my openness and expressed interest in the people I met. This may sound corny, but saying a simple “Hello, I hope you have a good day” or “I wish you well” is probably the best and easiest thing to do. It won’t change the actual living conditions of the homeless people, but at least it will make them feel that they’re not invisible. It would be great if you could follow up with an e-mail to your city supervisors and congressperson about the need for supportive housing for homeless people. And if you really want to move this project forward, get your friends to send e-mails as well.</p>

<li>What is the root of society’s fear and stigmatization of mental illness?</li>
</ol>
<p>Some of society’s fear comes from the strangeness and unpredictability people associate, sometimes correctly, with mental illness. Because mentally ill people seem strange, it’s hard for us to empathize with them and to remember that they were once children with hopes and dreams like our own. At a deeper level, people have always projected the most feared and hated parts of themselves onto those who have mental illness. Mentally ill people become the living representation of the most disavowed parts of ourselves and thus become stigmatized. Not wanting to be reminded of these parts of ourselves, we, as a society, have burned these people, drowned them, isolated them in mental hospitals, and put them away in jails where we can’t see them. But those who become homeless and aren’t put out of sight evoke in us responses that cause us to avoid them in other ways: basically, we close our eyes to them.</p>

<li>Did you have any preconceived ideas about the homeless? What was your biggest misconception about them?</li>
</ol>
<p>I expected to be dismissed and rejected when I reached out to them. I was a stranger, so I assumed they wouldn’t want to talk with me. I also assumed that if they did, they wouldn’t reveal their feelings. I was wrong on all counts. Most of the people I met genuinely welcomed my overtures and quickly warmed up to me. I was repeatedly surprised at how much grief these people were carrying just under the surface and how willing they were to reveal it to me. More than anything else, I was reminded of just how human and vulnerable these people are. I easily identified with and felt close to them. At the end of a day of talking with them, I felt sad, wrung out, and anxious about my grip on my own financial and emotional security.</p>

<li>How did your own opinions change after meeting and getting to know some of them?</li>
</ol>
<p>I developed an abiding admiration for many of them—I respected how they were willing to continue living, despite the brutal conditions they were dealing with day after day. I often wondered if I would have the grit and the courage to stick it out if I were in their position. I don’t know if I could stand living their lives and dealing with the hopelessness most of them feel.</p>

<li>What percentage of the homeless suffer from mental illness?</li>
</ol>
<p>Approximately 25 percent primarily have severe and chronic mental illness and another 15 percent have significant drug abuse disorders.</p>

<li>What can city and state governments do to help the homeless mentally ill integrate back into society?</li>
</ol>
<p>First, these people need supportive, supervised housing and a sufficient income that allows them to escape the deprivations of poverty. Without housing, any other intervention is ineffective. Second, they need case management from a social worker with a relatively small caseload who has the time to meet them where they live, provide a loving human connection with them, help them with their daily tasks (laundry, shopping, budgeting), help them reduce their drug intake, and when indicated, help them to be evaluated by a psychiatrist to get them on psychiatric medications. These social workers also have to play a major advocacy role in helping their clients rejoin society. And third, the homeless mentally ill need something productive to do during the day—some sort of job.</p>

Survey Reveals a Gender Divide in the Ways that Boys and Girls Manage their Money and Plan for College; Experts Offer Tips on How to Make Your Teen Financially Savvy</p>
<p>This year, nearly three million young people will graduate from high schools across the United States. Many will continue their education, while others will begin pursuing careers. In both cases, they will be required to make many of their own decisions which will have financial implications and directly impact on their ability to become independent.</p>
<p>Junior Achievement’s and The Allstate Foundation’s annual Teens and Personal Finance Survey provides a snapshot of teens’ behaviors and attitudes around money management. It examines how teens view the importance of effective spending, saving and budgeting—and their opinions around how well they are executing those tasks. The key findings illustrate a teen population that is more optimistic now than in past years about its financial future, yet faces challenges related to effectively managing its money.</p>
<p>Jack Kosakowski, president and CEO of Junior Achievement, will discuss key findings of the survey along with tips for parents on how to make their teenagers smarter about personal finance.</p>
