New York City will purchase millions of dollars of medical debt and then erase it in effort to help as many as 500,000 residents, Mayor Eric Adams announced on Monday.

The program involves partnering with a nonprofit organization, RIP Medical Debt, that buys unpaid medical debt from hospitals at a steep discount and then clears it. The city will invest $18 million to relieve more than $2 billion in medical debt for hundreds of thousands of New Yorkers, Adams said.

Affected New Yorkers will be notified that their medical debt has been relieved, as there is no application process for the one-time debt relief program, which will launch early this year and run for three years.

“No one chooses to go into medical debt — if you’re sick or injured, you need to seek care. But no New Yorker should have to choose between paying rent or for other essentials and paying off their medical debt,” Adams said in a statement.

The program is aimed at New Yorkers whose unpaid medical bills are at least 5% of their annual household income or those in households with an income under four times the federal poverty line, which is $31,200 for a family of four.

Medical debt is the single-largest cause of bankruptcy in the United States, and disproportionately affects low-income Americans and those without health insurance or who are underinsured.

New York Governor Kathy Hochul in December signed legislation that bars health care professionals and ambulances from reporting medical debt to credit agencies.

A New York charity started in 2014, RIP Medical has abolished more than $10.4 billion in medical debt for more than 7 million people since its inception, according to its website.

Good News met Kathy at a Women’s Good Samaritan event and set up an interview about that event and the 2019 50 Outstanding Asian Americans in Business Award event that she was invited to speak at.  Here is some background on Kathleen.

Kathleen Courtney Hochul (/ˈhoʊkəl/ HOH-kull; born August 27, 1958) is an American politician and lawyer serving as Lieutenant Governor of New York since 2015. She will become the first female Governor of New York as a result of Andrew Cuomo‘s resignation, scheduled for August 24, 2021.

Hochul was a lawyer and legislative aide before serving as a member of the Hamburg Town Board from 1994 to 2007. She served as the county clerk of Erie County, New York from 2007 to 2011, having served as the deputy county clerk from 2003 to 2007.

In May 2011, Hochul won the four-candidate special election to fill the seat left vacant by the resignation of Republican Chris Lee,^[1][2] becoming the first Democrat to represent the district in 40 years. She served as the U.S. representative for New York’s 26th congressional district from 2011 to 2013. Hochul was defeated for reelection to Congress in the 2012 elections by former Erie County Executive Chris Collins after the boundaries and demographics of her district were changed in the decennial reapportionment process.

After leaving Congress, she worked as a government relations specialist with Buffalo-based M&T Bank.^[3] In 2014, Governor Andrew Cuomo selected Hochul as his running mate in the 2014 New York gubernatorial election; after they won the election, Hochul was appointed Lieutenant Governor of New York. Cuomo and Hochul were reelected in 2018

Metro-North Railroad won’t be running trains Thursday while workers deal with flooded stations and rail lines, submerged rail crossings and parking lots under water throughout the Lower Hudson Valley.

“Metro-North is basically out of business today,” MTA chairman and CEO Janno Lieber said during an interview on Fox 5 Good Day New York on Thursday morning.

Subway service in New York City will remain limited while the MTA pumps water from stations flooded by massive amounts of rain delivered by the remnants of Hurricane Ida.

“The storm did a number on all of our infrastructure in the region, mass transit was no exception,” Lieber added.

Gov. Kathy Hochul declared a state of emergency Thursday morning.

Along the Harlem, Hudson and New Haven lines, rail lines were washed out, parking lots were flooded, and debris was tossed onto tracks. Rail crossings in some areas were under water.

Elsewhere, wooded embankments slipped into nearby waterways, taking rail lines with them. Trees that were uprooted fell onto tracks. And at the Hastings-on-Hudson station, sidewalk leading into the station was crumbled by floodwaters.

Lieber said the flooding overwhelmed the city’s ability to drain water away at higher levels of elevation.

“All those areas that were hit by Superstorm Sandy, the under-river tunnels, they’ve been made much more resilient and impervious to storms,” Lieber said. “But what we’re seeing now is these repetitive flash floods which are at higher ground, and as I said, the street level drainage system gets overwhelmed and then the water gets into the subway in mass quantities.”

The MTA is encouraging riders to check the MTA’s website, MTA.info for updates on service.
