Despite scandals, clergy say Eric Adams’ faith partnerships revitalized NYC aid services

NEW YORK (RNS) — Adams’ legacy among faith communities is marked by an unprecedented partnership that brought congregations to the front lines of city governance in ways no modern mayor had before.

NEW YORK (RNS) — As New York City Mayor Eric Adams prepares to leave office this fall, after suspending his reelection bid amid outcry over a scandal-ridden mayorship, he leaves behind a new network of faith leaders mobilized by his crisis initiatives and concerned those partnerships will falter under a new administration.

Adams, who was indicted in 2024 on federal charges of wire fraud, bribery and conspiracy tied to campaign fundraising, decided not to run in the Democratic primary in June, choosing to run in the general election as an independent candidate instead. But faced with the popular Democratic candidate, Zohran Mamdani, and the familiar face of former New York Gov. Andrew Cuomo, Adams announced on Sept. 28 that he would not seek reelection, after a Quinnipiac poll showed his approval rating was among the lowest for a New York City mayor in recent decades.

Despite his unpopularity with many New Yorkers, Adams’ legacy among faith communities is marked by an unprecedented partnership that brought small and often overlooked congregations to the front lines of city governance in ways no modern mayor had before.

“I think we were looking to make sure that the faith-based community had direct access to New York City resources,” Monrose said. “Adams wanted to make sure that the faith community is consistently on his radar, that he would be in touch with them, and our office would continue to maintain relationships.”

Monrose turned that mission into a sustained network of outreach. Through the OFBCP, members of different faith communities across New York’s five boroughs were invited to monthly meetings with city commissioners to discuss services such as food pantries, clothing drives and issues that affected their small congregations. Monrose manages a WhatsApp group with hundreds of contacts he’s gathered over his years as a pastor in Brooklyn, along with an email list that sends out announcements several times a week about upcoming events sponsored by his office.

“There are some rooms that I have been in that I would never have been in if it wasn’t for Eric Adams,” said Latricia Davis, the outreach ministry pastor at the Community Church of Christ in Jamaica, Queens. “The emails, the texts and the response from his office was unbelievable. I’m getting emotional about it because he cared about us.”

The office’s work evolved into citywide initiatives. In 2023, it launched the faith-based shelter program, mobilizing churches, mosques and synagogues to house asylum-seekers during the city’s migrant crisis by providing renovations and resources to congregations citywide.

“Mayor Adams was willing to work with congregations as a way of addressing social safety net needs in the city that has been so far unique,” said Peter Gudaitis, executive director of New York Disaster Interfaith Services, or NYDIS, a nonprofit that has provided disaster relief and faith-community recovery services that worked closely with the OFBCP to coordinate and activate the faith-based shelter program.

In June 2023, as thousands of migrants arrived in New York City, the city’s homeless shelters and hotel voucher program were overwhelmed. With asylum-seekers lining the streets and criticism mounting over the city’s slow response, Adams, through the OFBCP, began turning to houses of worship for help.

Joseph Clemmons, pastor of the Historic First Church of God in Christ in Brooklyn, had his church transformed. Funding from the city supported NYDIS in helping construct renovations, including the installation of six showers, and round-the-clock volunteers to house 40 to 50 migrants per night. Clemmons’ congregation did this from April 2024 to June of this year.

“That was Mayor Adams’ way of saying, I trust churches more than I do developers to do what’s right and to care,” Clemmons said. “I’ll never forget that.”

Over the span of two years, the program sheltered nearly 200,000 people in 21 houses of worship, relying on more than 300 volunteers who contributed thousands of hours of work. For many faith communities, the program was viewed as the city affirming their moral mission.

“Those people needed real help, and this is part of our faith,” said Muhammad Shahidullah, imam and director of the nonprofit Dawah USA, which served as a “waiting center” for asylum-seekers, hosting guests for short stays in the evenings from December 2023 to May 2024. Beyond housing, Shahidullah said Adams will also be remembered in the Muslim community for expanding visibility and inclusion.

“He started the Friday Muslim prayer in the City Hall,” Shahidullah said, in reference to Adams’ office embrace of the adhan, or the Muslim call to prayer, across the city. “This was the first time in history that we were given permission, under his leadership. Also, the halal food is provided in public schools. This process started a long time ago, but in this term, they actually executed it,” Shahidullah said.

In December 2022, Adams formally expanded halal food access in schools citywide as part of his “Cafeteria Enhancement Experience” initiative. The faith-based shelter program has since paused, Monrose said, as the flow of new migrants slowed.

Since last winter, Adams’ rhetoric on immigration has become more critical, increasingly aligning with President Donald Trump’s hard-line anti-immigration stance. Some New Yorkers questioned whether Adams’ alignment with Trump’s policies was an attempt to secure a pardon on his federal corruption charges — charges that were ultimately dismissed after the Trump administration pressured the Justice Department. Adams has denied any connection between his policy positions and the case’s outcome.

“I do wish Mayor Adams had been able to stand up more strongly to the Trump administration on these issues,” Gudaitis said. “But it’s hard. I mean, could you imagine what New York City would be like if ICE was doing here, what they’re doing in D.C. and Chicago? I mean, it really worries me.”

While Adams’ evolving immigration stance divided voters, faith leaders say his legacy will be defined less by politics and more by partnership, especially his efforts to bring clergy into the city’s work on public safety.

One of the last major initiatives Adams will be remembered for is the Citywide Clergy Collective, launched in January 2024 with a $1.5 million city grant and agency partners including the New York Police Department. The program trains clergy to intervene after shootings, mediating tensions, supporting families and organizing funerals and vigils, while doing ongoing “triage” to prevent violent retaliation within communities.

Since joining the initiative, Bishop Chantel Wright, pastor of Reach Covenant Ministries International, a church-led community organization in Harlem, a neighborhood with one of the highest rates of gun violence in the city, her community has seen real change.

“What has happened for us is that there have been no killings,” she said. “Now, the older ladies in our community, they feel safe at night. They’re able to walk out and be in the community without ducking stray bullets.”

The last time her group assisted a family after a murder was last spring. Through the collective, Wright helped relocate the victim’s family, paying for transportation and funeral costs.

The collective’s model has since been adopted beyond New York. Monrose has held conferences about the program in Pittsburgh and helped establish an office of violence prevention in his hometown in the U.S. Virgin Islands. He has also trained pastors in St. Lucia and in Belize. In New York, the collective’s funding has covered meals for bereaved families and clergy-run after-school programs to keep youth engaged.

“I just pray that the seed has been placed in the ground through the faith-based community,” Wright said. “I pray that whoever comes into office has enough wisdom not to dismantle it. It’s their secret weapon.”

Looking ahead, Monrose said he sees Adams’ legacy with faith communities as just the beginning. “I have never read a good book with only one chapter,” Monrose said. “I’m glad that I have the opportunity to be able to be a trendsetter when it comes to how cities and government work with clergy.”

Some faith leaders remain uncertain about the next batch of candidates. “The current candidates, I don’t work with them,” said Michelle Davis Levy, who goes by Rev. Zoya, from the Illuminating Center of God in Brooklyn. “I haven’t seen them in my neighborhood, and that’s an important point for me, to be forward facing a candidate, to be forward facing with the community they’re going to serve.”

Mamdani, a progressive Muslim and current state assemblyman, and Cuomo, running as an independent, have begun courting faith leaders in different ways. On Oct. 1, Mamdani’s campaign announced it will be backed by Defend and Advance, a new Muslim American super PAC, which has launched a five-week effort to mobilize the city’s nearly 388,000 registered Muslim voters ahead of the election. The Mamdani and Cuomo campaigns did not respond to request for comment.

Still, some clergy say they remain hopeful that the network Adams built will outlast his time in office.

“We made this coalition of faith-based organizations and community organizations, and we’re in partnership, and I don’t believe that’s going to go away just because Adams is no longer going to be our mayor,” Davis said. “I believe that they will continue to prosper and bear good fruit, no matter what.”

More than four out of five C-Suite executives agree that they need to be more accountable on human sustainability issues in their companies, and an even higher proportion want their compensation tied to human sustainability metrics, as they face increasing pressure from stakeholders and anticipate benefits from improvements in workforce well-being, according to a new study released by global professional services firm Deloitte.

With rising human sustainability challenges, the study indicated that companies are facing a series of risks on these issues, including employee retention at both the worker and executive levels, with 59% of workers and 71% of C-suite respondents reporting that they would seriously consider taking a job with another company that would support their well-being. Notably, 80% of executives said that they would be more likely to accept a job at a company advancing human sustainability, and 61% saying that they would even accept a pay cut to do so.

Chief Master Sgt. Ed Schloeman, Chairman and CEO of Operation Warrior Shield stated the organizations’ mission, “Our goal is to provide specially trained, loving and supportive canine companions to veterans and first responders and their families who live with physical and emotional injuries incurred during their time in service.” Bethann Carbone, CSO of Operation Warrior Shield explains, “We developed Operation Canine Companion because veterans are committing suicide every day. We know how important healing from trauma is. OWS’ Operation Canine Companion pets provide safety, camaraderie, unconditional acceptance, and a unique emotional support that helps reduce the stress and challenges that our heroes face every day.”

A cocktail hour and silent auction started the program led by the Chairman of OWS, CMSgt (Retired) Edward Schloeman Sr. Opening the ceremony was the USMC Color Guard from 1st Marine Corps District and an invocation by Monsignor Hilary Franco, who has had the distinction of serving six Popes.

Congressional Medal of Honor recipient, Paul Bucha, stated the importance of supporting Operation Warrior Shield’s goal to reduce service members and veterans risk of suicide. Patricia Deshong joined the Southampton Animal Shelter Foundation in mid-December 2021 after they reached out to her seeking an Executive Director with experience. She is a seasoned animal nonprofit executive with several years of experience leading Furry Friends Adoption, Clinic & Ranch, the largest no-kill animal shelter in Palm Beach North County. Deshong grew the failing nonprofit from bankruptcy into a debt-free organization with a new 15,000 square foot state-of-the-art facility unveiled in 2020. In 2014, she established their service dog program resulting in the placement of numerous trained service dogs to Veterans.

Since joining SASF, Deshong has joined forces with Operation Warrior Shield to support the Operation Canine Companion program. In this short period, two trained rescue dogs have been placed with two deserving recipients, and funding has been raised for at least 6 more. Deshong was listed in 2019, 2020 & 2021 as one of the 25 Most Powerful People/Leaders of Palm Beach County.

The Southampton Animal Shelter Foundation (SASF) is a 501(c)(3) nonprofit, open admission, no kill shelter that relies on the generosity of their donors and volunteers to care to for the homeless animals in its community, and to place them in loving “forever homes.” Whether caring for strays found wandering the streets, rescuing neglected and abandoned animals, or saving dogs from the horrors of the puppy mill industry, the shelter is a safe haven for all animals and for some, a last resort. Jean Shafiroff is a philanthropist, humanitarian, TV host, writer, and the author of the book “Successful Philanthropy: How to Make a Life By What You Give”. Jean is often referred to as “the first lady of philanthropy” by the press because of her generosity and extensive work as a volunteer fundraiser and leader in the philanthropic world. She serves on the boards of many charitable organizations and each year chairs upwards of eight different charity galas. Among the many causes she champions are those involved in women’s rights, rights of the underserved, health care, and animal welfare.

A Catholic, she served on the board of the Jewish Board for 28 years and now is one of their honorary trustees.

Jean served as the national spokesperson for the American Humane’s “Feed the Hungry” Covid-19 program, an initiative that raised $1,000,000 to provide food for over 1,000,000 animals living in 109 different shelters across the United States. She is the Ambassador for the Southampton Animal Shelter.

HERE TO TELL US MORE ABOUT THE IMPORTANT ROLE THESE MEN AND WOMEN FULFILL IS CHIEF WARRANT OFFICER 5 PATRICK R. NELLIGAN (pronounced NELL-I-GAN), COMMAND CHIEF WARRANT OFFICER OF THE U.S. ARMY RESERVE COMMAND.

BIO-Chief Warrant Officer 5 Patrick R. Nelligan
Command Chief Warrant Officer, U.S. Army Reserve Command

Chief Warrant Officer 5 Nelligan assumed the duties as the 8th Command Chief Warrant Officer of the United States Army Reserve Command, United States Army Reserve on March 31, 2021. In this position, he is responsible for all Army Reserve Warrant Officers within the Army Reserve Command.

His previous duty was the 6th Command Chief Warrant Officer of the Army Reserve Medical Command, United States Army Reserve October 2018 to March 2021. 2nd Command Chief Warrant Officer of the 75th Innovations Command, United
States Army Reserve July of 2015 to September 2018. Special Mission Warrant Officer Accessions Chief, ARCD February 2015 to July 2015, 2nd Command Chief Warrant Officer of the 81st Regional Support Command (RSC from March 2012 to February 2015), Supply and Service Officer (S4) for the 405th Combat Support Hospital from October 2010 to March 2012, Officer in Charge of the Northeast Region for the Strength Management Initiative Task Force and 1st Command Chief Warrant Officer of the 804th Medical Brigade from1 October 2008 until 30 September 2010, and the 2nd Command Chief Warrant Officer of 94th Regional Readiness Command from 1 February 2006 until its deactivation on 30 September 2008.

CW5 Nelligan enlisted in the Army in March 1982, completing Basic Training and Field Artillery Cannon Crewman (OSUT) at Fort Sill, Oklahoma. He was assigned

to the 3/35th Field Artillery (8” self-propelled) West Germany, where he served as an Advanced Party, Gun Driver, and Battery Commander’s Driver. He left active duty in 1984 and joined the 340th General Hospital and was sent to the United States Army Medical Equipment and Optical School, Fitzsimmons Army Medical Center to become a medical equipment repairman from which he completed both the basic and advanced courses and was named honor graduate. He has served
in Honduras and Guatemala providing medical equipment maintenance support to each respective task force. In June of 1990 he was appointed as a WO1, Health Services Maintenance Technician in July 1990 and was assigned to the 819th Station Hospital which converted to the 405th Combat Support Hospital in 1992.

He was activated in support of Operation Enduring Freedom and deployed to
Kuwait in 2002. His assignments included Property Book Officer, Supply and Services Officer, and Unit Logistician (Forward).
CW5 Nelligan has completed the Brigade Pre-Command Course, Warrant Officer Senior Staff Course, Warrant Officer Staff Course, Officer Advanced Course, Master Fitness Trainer Course, Medical Logistics Management Course, Medical X- Ray Survey Techniques Course, Health Services Maintenance Technician Course, US Customs Border Agent Course, and United States Department of Agriculture Food Inspector Training Course.

CW5 Nelligan received an Associates Degree in Biomedical Equipment Maintenance, two Bachelor’s Degrees; one in Applied Behavioral Studies and the other in Liberal Studies, and a Masters in Business Administration with a Health Care Concentration.

CW5 Nelligan resides in Bristol Connecticut with his wife Nancy. They have three adult children, daughter Darby, son Thomas (who is an SMP Minute Man Scholarship recipient and Army Reservist), and son Owen. He also is employed by the Veterans Administration where he works as the Lead Biomedical Equipment Support Specialist (BESS) onsite at the Newington Connecticut campus.

On Wednesday, May 11, 2022, actresses and child advocates Julianne Michelle and Tina Louise hosted The Inaugural Mommy’s Heart Cocktail Reception and Silent Auction from 6pm-8pm at the very beloved Upper East Side staple, Dorrian’s Red Hand. Jimmy and Danny Dorrian graciously donated all food and wine for the evening, which included a silent auction of film and TV walk-on roles, consultations, acting and speech lessons, gift baskets, holistic and wellness treatments and packages, and more, a video presentation, a beautiful performance of the National Anthem by Patrick Hale, a Mommy’s Heart hugs booth, and gift bags featuring CBD infused candles and hand sanitizers adorned with the Mommy’s Heart logo. Lorraine Silvetz, MSW, Executive Director of Global Stress Initiative under the auspices of the International Committee Against Mental Illness (ICAMI) announced, during the evening, their donation to Mommy’s Heart for one client to receive a month’s treatment for PTSD utilizing their non-invasive protocol, individualized transcranial magnetic stimulation (iTMS). This treatment, valued at over $12,000, is administered at a Global Stress Initiative clinic affiliate in Syosset, New York, five days a week, for 40 minutes each day and includes 3 EEGs or brain scans in the first month of treatment. In their experience, they’ve had 99% efficacy treating PTSD for the military, domestic violence and other survivors of trauma.

Julianne Michelle (Reeves Stroh), founder and executive director of Mommy’s Heart, stated: “There is a crisis happening, not just in this state or in this country, but around the globe. Family courts are seriously harming, and in other cases, killing innocent children when they move that child from a safe and loving mother into the hands of an abusive parent, ignoring documented histories of drug use and domestic violence. The status quo of denying fit parents their constitutional rights in family courts worldwide MUST stop, as one more death or injury of a child is one too many. A domestic violence survivor should not have to fear losing custody of her child in a retaliatory weaponization of the court system by her abusive ex if she calls 911 to escape a dangerous situation. This is a civil and human rights issue. It’s too late for child victims, Kyra Franchetti, Thomas Valva, and countless other children, who lost their lives to their abusive parent. We must take action now.”
