Lake Balboa was created out of farm land in the early 1990s in San Fernando Valley CA, as a recreational park, with abundant fish, birds, mature flowering trees and scenic open and covered picnic areas.The lake is supplied with water from the Donald C. Tillman Water Reclamation Plant, operated by the city’s Bureau of Sanitation.
