<p>This week we celebrated Earth Day, an annual reminder that protecting our planet is not just an environmental challenge, it is fundamental to the future of our city. Everything we do will be impacted by the rising costs of extreme weather and our response to it.</p>

But while tree planting has been funded through capital budget initiatives, maintenance and upkeep is an operational cost that has not kept pace. Compounding the issue is the lack of a dedicated funding stream specifically for tree maintenance.</p>
<p>In a new report<em>, </em><a href="https://click.ngpvan.com/k/130107230/616643605/-638536323?nvep=ew0KICAiVGVuYW50VXJpIjogIm5ncHZhbjovL3Zhbi9FQS9FQTAxOS8xLzExMDQyMCIsDQogICJEaXN0cmlidXRpb25VbmlxdWVJZCI6ICI3NjFmN2FmYi0xMDQwLWYxMTEtOGVmMi0wMDBkM2ExNGI2NDAiLA0KICAiRW1haWxBZGRyZXNzIjogInBhdWwuc2xhZGt1czFAZ21haWwuY29tIg0KfQ%3D%3D&amp;hmac=mDSDpHNmoqkpgNgWA-9lokh_4ye5z_GtmpWGXZgg3Sg=&amp;emci=86ef9a3a-403f-f111-8ef2-000d3a14b640&amp;emdi=761f7afb-1040-f111-8ef2-000d3a14b640&amp;ceid=6788623" target="_blank" rel="nofollow noopener noreferrer"><em>New York City’s Living Infrastructure</em></a>, my office outlined ways for the City to realize its plan to expand tree canopies in the five boroughs, including generating more revenue from Parks Department concessions to fund their care.</p>
<p>We also have opportunities to improve our organics waste management, particularly in schools. The Zero Waste Schools Program was launched in 2016 with the goal of diverting all recyclable and compostable waste that our schools produce. What started as a pilot of 100 schools has grown to include all schools, which are now all required to separate compostable waste from regular garbage.</p>
<p>But while every school participates, <a href="https://click.ngpvan.com/k/130107231/616643606/2070779989?nvep=ew0KICAiVGVuYW50VXJpIjogIm5ncHZhbjovL3Zhbi9FQS9FQTAxOS8xLzExMDQyMCIsDQogICJEaXN0cmlidXRpb25VbmlxdWVJZCI6ICI3NjFmN2FmYi0xMDQwLWYxMTEtOGVmMi0wMDBkM2ExNGI2NDAiLA0KICAiRW1haWxBZGRyZXNzIjogInBhdWwuc2xhZGt1czFAZ21haWwuY29tIg0KfQ%3D%3D&amp;hmac=mDSDpHNmoqkpgNgWA-9lokh_4ye5z_GtmpWGXZgg3Sg=&amp;emci=86ef9a3a-403f-f111-8ef2-000d3a14b640&amp;emdi=761f7afb-1040-f111-8ef2-000d3a14b640&amp;ceid=6788623" target="_blank" rel="nofollow noopener noreferrer">a new review</a> by my office has found that only about one-third of waste is currently collected and diverted from landfills.</p>

<p>Additionally, our analysis found that 28% of compost bins were contaminated — meaning they included materials unsuitable for composting, such as paper and plastics — far exceeding the City’s overall organics contamination rate of 4%.</p>
<p>Providing nearly a million meals to New York City public school students every day is a massive and often underappreciated undertaking by city government. The scale of that effort makes it even more important to get food waste right. With a more centralized approach to data collection, program assessment, and communication, we can cut emissions, strengthen sustainability efforts in our schools, and save money in the school food budget.</p>
<p>Above all else, if we’re serious about managing the clear and present threat of the climate crisis, we need clear metrics to inform the work ahead.</p>

<p class="yiv5886375595css-ac37hb yiv5886375595evys1bk0">The seeming contradiction comes up often when talking to Judah Cohen, a research scientist at M.I.T. who has been studying how global warming might also be causing colder winters in the eastern United States.</p>
<p class="yiv5886375595css-ac37hb yiv5886375595evys1bk0">The idea, explained Dr. Cohen, is that a warming Arctic can cause a high-altitude ribbon of air called the polar vortex to stretch and wobble. That wobble can affect the flow of the jet stream that controls much of the atmospheric conditions over the United States, causing waves of high and low pressure that affect our daily weather.</p>
<p class="yiv5886375595css-ac37hb yiv5886375595evys1bk0">For weeks, a mass of frigid air over the North Pole has dipped into eastern North America, bringing record cold temperatures for a prolonged period. In the West, a ridge of warm, dry air has stalled for weeks, panicking <a class="yiv5886375595css-yywogo" title="" href="https://www.nytimes.com/2026/02/02/travel/snow-drought-ski-rocky-mountains.html" target="_blank" rel="nofollow noopener noreferrer">ski resort operators</a> and prompting concerns for communities that rely on a healthy <a class="yiv5886375595css-yywogo" title="" href="https://www.nytimes.com/2026/02/01/science/snow-drought-climate-change-west.html" target="_blank" rel="nofollow noopener noreferrer">snowpack for drinking water</a> in the summer months.</p>
<p class="yiv5886375595css-ac37hb yiv5886375595evys1bk0">The polar vortex stretched and wobbled in February 2021, causing a prolonged deep freeze that killed 248 people in Texas and knocked out power for millions. The same wobble reappeared in the winter of 2024-2025 and again last month, causing blizzard conditions across the East and an icy blast.</p>

<p class="yiv5886375595css-ac37hb yiv5886375595evys1bk0">“It’s weird what’s going on now in the stratosphere,” Dr. Cohen said. “These stretching events happen every winter, but just how the pattern is stuck is really remarkable.”</p>
<p class="yiv5886375595css-ac37hb yiv5886375595evys1bk0">Climate warming in the Arctic is causing this disruption of the polar vortex, Dr. Cohen said. With more snowfall in Siberia and melting sea ice in the Barents and Kara seas, just north of Norway and Russia, the ocean is feeding more heat into the atmosphere, setting up a weather pattern that leads to a burst of extreme cold in North America.</p>
<p class="yiv5886375595css-ac37hb yiv5886375595evys1bk0">Dr. Cohen cowrote a study in the <a class="yiv5886375595css-yywogo" title="" href="https://www.science.org/doi/10.1126/sciadv.adq9557" target="_blank" rel="nofollow noopener noreferrer">journal Science</a> last year that linked the stretching of the polar vortex to more frequent severe winter weather in the United States in the past decade. A new analysis by Dr. Cohen and colleagues finds that a warming Arctic is also making the wobble in the polar vortex last longer.</p>
<p class="yiv5886375595css-ac37hb yiv5886375595evys1bk0">“This is very consistent with this winter,” he said.</p>
<p class="yiv5886375595css-ac37hb yiv5886375595evys1bk0">Not all scientists agree.</p>

As snow accumulates into a <a title="Snowpack" href="https://en.wikipedia.org/wiki/Snowpack">snowpack</a>, it may blow into drifts. The physics of snow crystal development in clouds results from a complex set of variables that include <a title="Moisture" href="https://en.wikipedia.org/wiki/Moisture">moisture</a> content and temperatures. The resulting shapes of the falling and fallen crystals can be classified into a number of basic shapes and combinations thereof. <p>A <a title="Cold front" href="https://en.wikipedia.org/wiki/Cold_front">cold front</a>, the leading edge of a cooler mass of air, can produce <a class="mw-redirect" title="Snowsquall" href="https://en.wikipedia.org/wiki/Snowsquall#Frontal_snowsquall">frontal snowsqualls</a>—an intense frontal <a class="mw-redirect" title="Convective" href="https://en.wikipedia.org/wiki/Convective">convective</a> line (similar to a <a title="Rainband" href="https://en.wikipedia.org/wiki/Rainband">rainband</a>), when <a title="Temperature" href="https://en.wikipedia.org/wiki/Temperature">temperature</a> is near freezing at the surface. The strong convection that develops has enough moisture to produce whiteout conditions at places which the line passes over as the wind causes intense blowing snow.<sup id="cite_ref-EC-2_7-0" class="reference"><a href="https://en.wikipedia.org/wiki/Snow#cite_note-EC-2-7"><span class="cite-bracket">[</span>7<span class="cite-bracket">]</span></a></sup> This type of snowsquall generally lasts less than 30 minutes at any point along its path, but the motion of the line can cover large distances. Frontal squalls may form a short distance ahead of the surface cold front or behind the cold front where there may be a deepening low-pressure system or a series of <a title="Trough (meteorology)" href="https://en.wikipedia.org/wiki/Trough_(meteorology)">trough</a> lines which act similar to a traditional cold frontal passage. In situations where squalls develop post-frontally, it is not unusual to have two or three linear squall bands pass in rapid succession separated only by 25 miles (40 kilometers), with each passing the same point roughly 30 minutes apart. In cases where there is a large amount of vertical growth and mixing, the squall may develop embedded cumulonimbus clouds resulting in lightning and thunder which is dubbed <a title="Thundersnow" href="https://en.wikipedia.org/wiki/Thundersnow">thundersnow</a>.</p>
<p>A <a title="Warm front" href="https://en.wikipedia.org/wiki/Warm_front">warm front</a> can produce snow for a period as warm, moist air overrides below-freezing air and creates precipitation at the boundary. <p>The same effect occurring over bodies of salt water is termed <i>ocean-effect</i> or <i>bay-effect snow</i>. The effect is enhanced when the moving air mass is uplifted by the <a title="Orographic lift" href="https://en.wikipedia.org/wiki/Orographic_lift">orographic</a> influence of higher elevations on the downwind shores. <p>Dr. Melinda Greenfield is a Board Certified Dermatologist in private practice since 1999. She has offices in Ponte Vedra Beach, FL and Albany, GA and has an online Telehealth practice in nine states.</p>
<p>Dr. Greenfield attended The University of Maryland for her undergraduate degree and Nova Southeastern University for Medical School. She completed her internship at Sinai Hospital of Baltimore and her Dermatology residency at St. Barnabas Hospital in the Bronx, NY.</p>
<p>Dr. Greenfield is past president of the Dougherty County Medical Society, the Georgia Osteopathic Medical society and previously served on the Editorial Board of the Journal of the American Osteopathic College of Dermatology.</p>
<p>Dr. Greenfield is a clinical assistant professor at The Georgia Campus of the Philadelphia College of Osteopathic Medicine, The Medical College of Georgia, PCOM South Georgia and The Orlando College of Osteopathic Medicine. She teaches the second-year dermatology curriculum to medical students and has students and residents rotate in her office throughout the year.</p>

<p>ILUMYA is a prescription medicine used to treat adults with moderate to severe plaque psoriasis who may benefit from taking injections, pills (systemic therapy), or phototherapy (treatment using ultraviolet or UV light).</p>

<p>ILUMYA is a medicine that may lower the ability of your immune system to fight infections and may increase your risk of infections. <li>burning when you urinate or urinating more often than normal</li>
<li>blood in your phlegm (mucus)</li>

<p><b>Before receiving ILUMYA, tell your healthcare provider about all of your medical conditions, including if you:</b></p>

<li>have any of the conditions or symptoms listed in the section <b>“What is the most important information I should know about ILUMYA?”</b></li>
<li>have an infection that does not go away or that keeps coming back</li>
<li>have TB or have been in close contact with someone with TB</li>
<li>recently received or are scheduled to receive a vaccine (immunization). You should avoid receiving live vaccines during treatment with ILUMYA.</li>
<li>are pregnant or plan to become pregnant. It is not known if ILUMYA can harm your unborn baby.</li>
<li>are breastfeeding or plan to breastfeed. It is not known if ILUMYA passes into your breast milk.</li>

Lessons from the U.S. Army Reserve<br />
October is Energy Action Month. It’s the time of year when we turn our attention toward the importance of energy conservation and resiliency. The call to save energy can reach everyone this October, from Soldiers to civilian employees to families. The U.S. Army Reserve is leading that call because conservation advances their mission, protects communities and empowers Soldiers to charge ahead.</p>
<p>From the electricity that powers Army Reserve facilities, to the fuel that powers their vehicles, energy touches nearly every aspect of the Army Reserve’s mission. Conserving power can help protect our energy future.</p>
<p>However, we all face threats to our energy security; from increasing global demands to natural disasters, fluctuating fuel costs and innovative adversarial attacks like cyber weapons. Conservation helps ensure Soldiers have the energy they need, when and where they need it, to accomplish their missions – at home and abroad, now and in the future. The Army Reserve is also focused on prioritizing energy and water security requirements to ensure Soldiers always have available, reliable power and water to continuously sustain critical missions.</p>
<p>Energy Action Month is an opportunity for the Army Reserve Energy Program to help the public understand the important role everyone can play in energy conservation and resiliency and offer practical, smart energy tips that everyone can implement in their daily lives.<br />
Simple ways for everyone to reduce their energy footprint include:<br />
Weathering your home to eliminate air leaks and adding insulation<br />
 Replacing your incandescent light bulbs with energy efficient compact fluorescent lights (CFLs) or light emitting diodes (LEDs)<br />
 Creating a more energy efficient office by using natural light wherever possible<br />
 Powering down computer monitors at end of each day<br />
 Unplugging electronics that aren’t in use for extended periods and using power strips<br />
 Recycle packaging materials like paper and cardboard, as we continue to increase shipping supplies to our homes</p>
<p>COL Martin Naranjo, Director of Army Reserve Installation Management Directorate will be available to help your audience learn more about reducing their carbon footprint. COL Naranjo will also discuss the energy conservation innovations employed by the U.S. Army Reserve and how the public can similarly do their part to reduce energy waste.<br />

Another grueling severe weather season is upon us. Wildfires are expected to burn through millions of acres of land as Western states struggle with drought, while tornadoes, hurricanes, and violent storms are forecasted in other parts of the country.</p>
<p>Along with federal emergency agencies, the U.S. Army, with its combat readiness and organizational mobility, responds rapidly to natural and manmade disaster situations at national, state, and local levels.</p>
<p>U.S. Army North (ARNORTH) supports the Department of Defense’s response efforts during wildland fire and hurricane season by deploying on short notice into perilous environments to respond quickly and effectively to protect lives, property, critical infrastructure, and natural and cultural resources.</p>
<p>Did You Know?<br />
 The annual hurricane season in the Atlantic and Gulf of Mexico runs 1 June through 30 November, but fire is now a year-round threat, and the number and severity of wildland fires has increased.<br />
 The U.S. military has been an important partner in wildfire suppression since the early 1900s when Army Soldiers served as firefighters in Western U.S.<br />
 2021 was the 40th time that federal military ground forces have been mobilized to support wildland firefighting response efforts.<br />
 Whereas most Army missions involve deploying overseas, ARNORTH is unique in its commitment to serving in the homeland helping protect people, property, and federal lands.</p>
<p>Since 2005, ARNORTH has responded to more than 40 storms including Hurricanes Katrina and Maria and several fire disasters including the 2021 Dixie Fire in California. On August 18th, join MAJ Wesley Todd and 2LT Lane Harwell as they discuss the role of the U.S. Army in disaster relief efforts including wildland fires, hurricanes, and more.
