A new study by Stanford Economist Caroline Hoxby leaves little doubt that students benefit from attending a New York City Charter School. Hoxby’s findings were so strong about achievement, she was able to estimate that if Harlem students went to a charter school K-8, they would close 86 percent of the best score gap when compared to Scarsdale, New York.
